Scottsdale appoints Judy Doyle and Kira Peters as deputy city managers

The city of Scottsdale has appointed two internal leaders, Judy Doyle and Kira Peters, to serve as deputy city managers, reflecting the city’s commitment to promoting from within and investing in experienced leadership.

City Manager Greg Caton announced the appointments to employees and City Council earlier this month.

About Judy Doyle

Ms. Doyle most recently served as the city’s senior director of enterprise operations. She joined Scottsdale in 2003 as a senior budget analyst and advanced through leadership roles including budget manager, budget director and acting city treasurer. From July 2023 to February 2025, she served as assistant executive director of community services.

As senior director of enterprise operations, Doyle oversaw a portfolio that included aviation, economic development, McCormick-Stillman Railroad Park, Scottsdale Stadium, tourism and events, and WestWorld. Her work focused on improving operational performance, strengthening public-private partnerships and enhancing Scottsdale’s economic impact.

Ms. Doyle previously worked for the State of Arizona and in the private sector. She earned a bachelor’s degree in business management and an MBA, both with honors, from the University of Phoenix after earlier studies at the University of Minnesota Duluth.

About Kira Peters

Ms. Peters brings 35 years of municipal leadership experience to her new role. She most recently served as senior director for library and human services and interim senior director for Scottsdale Water.

Ms. Peters previously worked as an assistant city manager in Bozeman, Montana, overseeing departments including fire, city clerk, parks and recreation, utilities and economic development. Before that, she spent more than three decades in Scottsdale leadership roles across parks and recreation, human services and the library system.

She holds a bachelor’s degree in psychology from Arizona State University and a master’s degree in public administration from Northern Arizona University.

Ms. Peters, a Scottsdale resident who raised her family here, said serving the city is an honor and emphasized her commitment to community building.
