Phoenix earns spot on CDP 2025 A List for climate transparency

The City of Phoenix has been recognized by CDP, a global environmental nonprofit, for leadership in climate transparency and action, earning a place on CDP’s annual A List.

The designation places Phoenix among 120 cities worldwide that received top scores for climate action based on public environmental disclosures, governance practices and progress toward climate resilience. The city has appeared on the A List for the past four years, according to a press release.

CDP operates an independent platform for environmental disclosure, with more than 1,000 cities, states and regions reporting environmental data through its system in 2025.

To earn an A rating, cities must meet a series of leadership criteria, including publicly disclosing environmental data through the CDP‑ICLEI Track platform, maintaining a comprehensive citywide greenhouse gas emissions inventory and publishing a climate action plan. Cities are also required to complete a climate risk and vulnerability assessment and establish measurable climate adaptation goals addressing current and future hazards.

“Phoenix’s approach to building a more resilient city is ambitious, transparent and data-driven and we are thrilled that CDP has recognized our efforts four years in a row with their coveted ‘A’ rating,” said Mayor Kate Gallego. “As a desert city built on innovation, Phoenix continues to develop new solutions for water conservation, heat mitigation, and clean tech for the benefit of our residents. We hope our unique context provides a model from which communities around the world can learn.”

CDP officials note that cities play a significant role in climate resilience through planning, adaptation strategies and data‑driven decision‑making, which can support community protection and long‑term sustainability goals.
